Health Insurance Requirement – International Students:
The University of Oregon requires that all international students have health insurance to help cover unexpected medical expenses that may arise. This includes international students who are studying abroad or have an approved medical or vacation term. All international students are automatically enrolled in and billed for the UO Student Health Benefits Plan.
If you have eligible dependents in the USA with you that you need to enroll in the UO Student Health Benefits Plan, please contact the UO SHBP team prior to the Compliance Deadline to get them enrolled (uostudentinsure@uoregon.edu). You will need to provide your dependents’ name, DOB, gender, and relationship to you.
Requesting a Waiver:
If you have coverage that meets or exceeds the UO’s waiver criteria, and have plan documents in English proving that coverage, you may submit an application for a waiver using this system.
Waiver Criteria – Your plan must meet all of these criteria:
- The deductible must be $500 or less per accident/illness per year
- The plan must have co-insurance of 20 percent or less
- The plan must treat all claims from University Health Services as in-network
- The plan must include medical evacuation coverage of at least $50,000
- The plan must include repatriation coverage of at least $25,000
- The plan provides comprehensive coverage without financial caps for the following benefits:
- Immunizations, screenings, and other preventive services consistent with state and federal mandates
- Emergency services, ambulatory patient services, and hospitalizations
- Pregnancy, maternity, newborn care, and breastfeeding coverage
- Mental health and substance use disorder services, including counseling and psychotherapy on both an in-patient and outpatient basis
- Rehabilitative and habilitative services and devices
- Prescription medications
- Laboratory and diagnostic services
- Preventive and wellness services (including birth control)
- Chronic disease management
- There are no exclusions in coverage for pre-existing conditions, participation in recreational/sports activities, or mental health conditions
- The plan is compliant with any pertinent state and/or federal mandates
- Foreign plans without a US-based claims administrator will only be considered if they meet the following additional requirements:
- The institution offering the plan has been pre-approved by the University of Oregon as offering financial and administrative assistance to any student so they do not encounter barriers to care relating to a healthcare provider being unable or unwilling to bill a foreign plan/entity
- Plan documents are in English
The timeframe to waive coverage is:

Once approved, your waiver will be effective for the remainder of the current plan year (you do not need to submit a new waiver request for future terms/semesters). You do need to submit a new waiver each fall (waivers do not automatically renew for future years).
You must submit your waiver through this portal by the deadline as indicated above. If you miss this deadline, you may be eligible for a late waiver, but if approved, you will not receive a refund for the administrative fee.
To submit a waiver application for the Student Health Insurance Plan coverage, you will need to have your other health insurance information before you begin the online waiver application form. You will be asked to provide some personal contact and health insurance information on the waiver application form, such as your carrier’s phone number and your policy number.
All waiver applications will go through an audit process to confirm the other coverage meets the necessary requirements.
Once your waiver application has been audited, you will receive email confirmation of its approval or denial. Please, allow 5-7 business days for this process. If your waiver is approved, the University of Oregon will process a refund of your premiums (minus any applicable administrative fee). This may take an additional 3-5 business days.
